I did this by a combination of events which he created for the community, his own businesses, and his involvement in UK Government to China dialogue particularly in the field of automotive trade.</p><p style="text-align:left;">The introduction of the British Business Awards to China created a focal point for the community to celebrate ‘Innovation, Enterprise and Endeavour.’ Jim started this himself in late 2007 and carried it through to launch in Nov 2008 without assistance from the Chamber of Commerce, although in his capacity as a member of the Executive Committee. He played a role on the Awards Committee in 2014 and then chaired the Awards again in 2018. Jim used his own offices to engage the British foreign office, businesses and Chinese Government and media to take part. He enlisted Sir William Ehrman, Ambassador at that time, to become the Patron of the Awards and then gained the support of the British Council, China Britain Business Council, Chambers of Commerce, Confederation of British Industry and 48 Group Club. The Awards were attended by The Duke of York, Prince Andrew, the Director General of the Ministry of Commerce, and 400 guests including the media. The BBA contributed nearly GBP100,000 in profits to the Chamber of Commerce; making it the most significant fund raising event of the year.&nbsp;</p><p style="text-align:left;">Fast forward to 2018, with Patron HMA Dame Barbara Woodward DCMG OBE, as Vice Chairman of the British Chamber of Commerce and Chairman of the Awards Jim led the Chamber team to organise the <a href="http://www.BritishBusinessAwards.cn">BritishBusinessAwards.cn</a> (a website built and still hosted by&nbsp; one of Jim’s invested companies). Sponsors included KPMG, the British Council, Geely, Manchester University, GSK, BP and Harrow Schools. Winners included Rolls Royce, Teledyne, University of Edinburgh, Nom Nom, Beijing Construction Engineering Group, Atkins, and Spiraxsarco Engineering (China) Ltd. Voting was conducted by a process devised by Jim which included a 40/30/30 split between a judging panel, online voting, and an Ambassadors panel to ensure transparency, engagement and credibility. National Chinese and British press covered the awards and the winners all benefitted both within China and in the UK from the recognition of their success. The Awards once again made a significant financial contribution to the wellbeing of the Chamber of Commerce in China with over GBP50,000 in profits. The Awards have now become a centre piece in the Chamber events calendar, and has spawned derivations such as the CSR Award and the Alumni of the Year Award. Jim identified and filled the need for a celebration of British success in China, and started a trend in the process.</p><p style="text-align:left;">In his capacity as an entrepreneur, Jim was an ardent supporter and importer of British brands in China. In 2013 HM Ambassador to China Sebastian Wood CMG opened the first Morgan Motor Company showroom in China. Jim purchased a Morgan in 2011 and imported it to China for his personal use under his company EASTWEST Public Relations. Due to the interest received he approached the Factory and won approval to be the authorised importer. Over the period 2013-2019 Jim promoted the Morgan brand, lent the vehicle to official British Embassy events e.g. the Queens birthday parties, and positioned Morgan in the media and at trade shows to demonstrate the great British qualities of craftsmanship and style. As an entrepreneur he purchased 65 cars from the British Factory, to the value of GBP2.5m, and gave jobs to Chinese alumni of British Universities on their return to China. Jim established the national network for Morgan Cars in China - with dealerships in Chengdu, Shanghai and Beijing, with over 250,000 unique visitors to their website which also promoted tours to the UK in partnership with Hello Britain and merchandise from other British vendors e.g. Motolita.</p><p style="text-align:left;">During 2015 Jim was approached by Lotus Cars UK to become an interim CEO, and during this time he established the <a href="http://www.britishmotorsportfestival.com">British Motorsport Festival.</a> The BMF was a platform for UK brands as an alternative to expensive and static trade shows, and Jim hosted the BMF in Beijing in 2015, 2016 and 2018 with the support Department for International Trade. The events were funded and managed by Jim and were attended by British car brands including Aston Martin, JLR, McLaren, Lotus, Morgan, MINI and associated British brands for food, drink and apparel.&nbsp; In the final year Jim set up a partnership with ACE Cafe, a Chinese company with the franchise to the London ACE Cafe venue.&nbsp;</p><p style="text-align:left;">In 2016 Jim created and produced the British Motorsport Conference, with funding applied for and received from the DIT which met venue costs but no other costs. Jim invited speakers from the UK including Silverstone, South East Midlands Local Enterprise Partnership (SEMLEP), and ProDrive, and from China including Golden Port Race Track Enterprise, China Automobile and Motorsport Federation (CAMF), and media partners including the HURUN report. The 1 day conference had over 100 attendees which led to the promotion of British venues and technologies, and the live streaming of the event had over 1,000,000 views.&nbsp;</p><p style="text-align:left;">As Vice Chairman of the British Chamber during two terms of 2017-18 &amp; 2018-2019 with his direct involvement in the automotive industry, Jim played a direct role in preparation of materials for the DIT to engage with the Chinese Ministry of Commerce (MOFCOM). In the Business Environment Market Access report (BEMA) submitted to DIT in June 2018 Jim James is listed as author. For the full reports to follow in late 2018 and 2019 Jim called upon his industry connections to engage the homologation departments of Aston Martin, Lotus, McLaren, and JLR hosting round table discussions, reviewing the editorial arising from those, and briefing DIT representatives on issues facing British companies with the introduction of new emission standards to China.&nbsp; The final Position Papers were submitted by the Chamber to the DIT covering a number of sectors including Automotive, Legal, Accounting, Built Environment and Education.&nbsp; Available <a href="https://www.britishchamber.cn/en/download-british-chambers-inaugural-position-paper-now/">here</a></p><p style="text-align:left;">During this time Jim was also advocating British businesses and supporting British education. In 2017 he became the importer for WAKE Drinks to China using the flag branded drink to promote British sports culture at events including the International Food &amp; Drink expo in Shanghai on the CBBC pavillion, and using social media. A case study is <a href="https://eastwestpr.com/30195/">here</a> Jim’s agency, EASTWEST Public Relations, was working with British universities and brands to gain exposure and to gain sales and students. British brands including AGA,&nbsp; <a href="https://www.optalysys.com">Optalysys</a> GKN, and Universities including York, Kent and Queens University Belfast have continued to use the services of EASTWEST in China by a team led by Jim James.&nbsp; From 2015-2017 Jim was recognised by the British Council as a Leading Light and by the Chinese Marketing Magazine an ‘International ICON.’</p><p style="text-align:left;">As part of the Morgan Cars in China business, Jim made an effort to engage with the community through the brand. He partnered with the Wheels Plus Wings charity, donating a wheel chair to a young Chinese lad named Bo, and created an event for disadvantaged children to feel, touch and ride in a Morgan 3 Wheeler. He connected the Roundabout Charity with technology companies, and was the founding President in 2007 of the Beijing Chapter of the Entrepreneurs Organization (<a href="http://EONetwork.org">EONetwork.org</a>) which is still in operation; now led by another Englishman. I wrote a blog when I first went, stalled when fatherhood shifted by focus from sharing to caring, but now that I am back it seems fitting to have an end note at least on the work which I accomplished in those 13 years. </p><p>Overall, I&nbsp; dedicated myself to the promotion of British business and the wellbeing of the British community in China. The Festival attracted thousands of guests to enjoy in car culture, a wide array of motor related activities and an authentic taste of British culture. It was a labour of love, and had it's trials as big events do but overall it was worthwhile. <a href="https://www.youtube.com/embed/pQyXton5Y08" target="_blank">https://www.youtube.com/embed/pQyXton5Y08</a> Motorsport events in Great Britain are fun, inclusive, and also play a key part in the development of the industry both in commercial and cultural terms. Events bring together car brands and related products and services with consumers with a focus on actually seeing cars in action, and providing non-car entertainment at the same venue and time. The 2016 British Motorsport Festival in Beijing did just this, bringing together both household names and more niche brands including Aston Martin, Jaguar Land Rover, Mclaren, Mini, Morgan and Radical. The consumer pavilions showcased British brands including ACE Cafe, Tiptree jams and afternoon teas, WAKE energy drinks, Cambridge Masks and Greene King beer. Music was provided by UK Company, VINTAGE TV. Unlike a single brand event or a trade show where cars are static, The British Motorsport Festival brought the track experience directly to guests providing Hot laps experiences where attendees could personally try-out leading models from McLaren, and Radical, and Morgan car, and Jaguar Land Rover. At the same time a unique backdrop of English&nbsp;culture was provided off the track where guests enjoyed British music, sampled the finest international cuisines, shopped for well-known British lifestyle brands and joined in various family entertainment activities. All aspects of the festival was steeped in the rich and vibrant culture of the United Kingdom providing a unique day out unrivalled in Beijing. One of the leading manufacturers of British luxury cars, Jaguar Land Rover, hosted a series of car demonstrations and live interactions for Chinese fans. Guests were able to test drive Jaguar Land Rover models including Jaguar’s F-Type as well as the Range Rover Sport. The carefully crafted balance and excellent control of both cars allowed drivers to experience surging speeds and precision from behind the wheel yet still maintain the look of an “English gentleman” from a distance. On the morning of the Festival, Greenpower China the partner of Greenpower UK, staged an e-kart race in the paddock. International and local schools competed against one another with battery powered karts that they have made themselves for the title of electric kart race champion. Following which guests were able to get behind the wheel themselves with go-karting, managed by SD Karting. Welsh Alumnus and entrepreneurs Mercury Dynamic, hosted a kid’s electric car track for the smaller visitors. Keeping an eye over all BMF activities was the BMF ‘Safe|Speed’ Mascot, Ali the Fox in collaboration with iDreamcastle. Ali the Fox reminded guests that speed and safety go hand in hand. The Saturday afternoon saw the first race of the newly formed ‘WAKE ASR Open,’ in which there was a fierce battle for poll position– providing a rare treat for competitors and spectators alike. One of the drivers was Sharlie Goddard, representing the British Women’s Race Driver Club, who raced bumper to bumper with the ASR regular amateur drivers. The winners were congratulated in an award ceremony after the race. Alex Buckley, CEO of WAKE Drinks, flew from the UK to launch WAKE at the BMF, and to present the prizes to the winning race drivers. Following the Festival, the BMF with partner AceGear hosted an after party at Ace Cafe, a British Car Theme Café, nestled in the former 751 train factory in the centre of the 798 art district. Racers, guests and exhibitors alike relaxed and reveled in the highlights of the days races. The 2016 British Motorsport Festival has successfully combined the strengths of the UK in motorsport and safe driving with authentic British experiences, making it the perfect day out for all the family. Guests were able to get a snapshot into British culture as well as spend a wonderful time with family and friends sharing the fun of driving. China has become the world’s leading automobile-producing country and automobile market with a rapid increase in car ownership as well as a growing motorsports loving population. Each year, about 500,000 racing fans watch the F1 race. There are many car-loving professional, semi-professional and amateur drivers in China who compete on the 12 permanent tracks and $ 350 million was spent to build the Shanghai F1 circuit and improve racing facilities. In addition, each year in the country hosts a number of large international motor shows, rallies and so on. The British Motorsport Festival has supported the growth of popularity in car culture in China and has laid a solid foundation for the promotion of British automotive. The BMF has the support of the British Government and British organisations in China which are working together to improve relations between the 2 countries. I say I was a fool because I didn't own the brand that I was building, only the rights to sell the products as an agent. Still, we did great work and through multiple means from PR to CSR to building our own car configuration app with over 10,000 images. Many lessons learnt, and some nice examples of how to build engagement with a new and increasingly interested audience. I was proud of publishing a magazine in China, and the web work we did brought over 250,000 unique visitors to the site from a blank launch.&nbsp;</p></div>

On the 11th March the 6 Morgan cars, which comprise the first commercial consignment, docked in Tianjin after some 42 days at sea. On 19th March Erika and I traveled to Tianjin to drive the cars out of the containers. The Customs port is a vast warehouse complex on a spit in the Bohai sea. There are rows of cars waiting for clearing, or collection from this tax free zone. <div style="width:480px;text-align:right;"></div>

 The amount of paperwork required to clear these cars is daunting. Prior to their arrival we had to demonstrate that we have a level 2 service partner, which includes registered paint shop. Our service partners in Beijing don't have a paint shop, but our customs agent has one that we can use. The Certificates of Conformity have to be completed which list all the details of the cars. I am concerned about the engine numbers being inconsistent. MMC say that the numbers are not all the same format - I can't believe that BMW's sometimes have 8 and sometimes 12 digits. If this isn't right - the Plus 8's will be held up in customs due to an administration error which could have been avoided. Every day in customs is chargeable. Our first issue has been the <a title="VIN" href="http://en.wikipedia.org/wiki/Vehicle_Identification_Number" target="_blank">Vehicle Identification Number </a>on the chassis of the cars. Modern-day Vehicle Identification Number systems are based on two related standards, originally issued by the&nbsp; <a title="International Organization for Standardization" href="http://en.wikipedia.org/wiki/International_Organization_for_Standardization">International Organization for Standardization</a>&nbsp;(ISO) in 1979 and 1980; ISO 3779 <sup id="cite_ref-3"><a href="http://en.wikipedia.org/wiki/Vehicle_Identification_Number#cite_note-3"></a></sup>&nbsp;and ISO 3780, <sup id="cite_ref-4"><a href="http://en.wikipedia.org/wiki/Vehicle_Identification_Number#cite_note-4"></a></sup>&nbsp;respectively. Compatible but somewhat different implementations of these ISO standards have been adopted by the&nbsp; <a title="European Union" href="http://en.wikipedia.org/wiki/European_Union">European Union</a>&nbsp;and the&nbsp; <a title="United States of America" href="http://en.wikipedia.org/wiki/United_States_of_America">United States of America</a>. <sup id="cite_ref-5">&nbsp;</sup> Apparently China appears to be adopting the VIN used by the USA, and we may have to recalculate all the VIN's for our cars. &nbsp;</div></div>

We are making chops of the company, and it is estimated to be finished on 22 <sup>nd</sup> Oct. Then, we will apply for the organization code certificate. After the organization code certificate is issued, we will go on applying for the tax registration certificate which is estimated to be issued on 26th October at the earliest if things go smoothly. With these certificates, we can first open RMB basic account at Bank of China. While applying for RMB basic account, we can apply for State Administration for Foreign Exchange Identity Card at the same time. Then after SAFE IC card is issued we can go on opening the capital account. With this we can take GBP invoices from Morgan Motor Company to SAFE who will review them, and should then approve the conversion of our RMB to GBP. Once we have the certificate, I shall have the pleasure of managing the <a title="tax rates" href="http://www.worldwide-tax.com/" target="_blank">tax filing</a>. The tax year in China ends on December 31. It is compulsory to file a report and pay advances monthly or quarterly (monthly for individuals). The date for submitting an annual report and arranging payments is up until May 31. There are fines on arrears. Foreign companies in China are obligated to submit an interim report every three months (advance payments should be paid within 15 days of the end of the quarter). It is clear that the Government wants to be with us every step of the way. The corporate tax rate is 25%, with a withholding tax of 10% on dividends. My understanding is that before a company can remit funds overseas, it must demonstrate both its filings and its payment of taxes. The monies which will arrive on the ledger of the Morgan Motor Company will have travelled quite a few steps over their 5071 miles from Beijing. One of my challenges is to get that money there when the cars are actually built so that they are not parked for long in the damp winter weather. <a title="China Festival of Speed" href="http://cfos.com.cn/?lang=en" target="_blank"><img class="size-full wp-image-1024 alignright" title="China Festival of Speed" src="http://www.jim-james.com/wp-content/uploads/2012/09/Screen-shot-2012-09-06-at-PM-05_18_25-150x150.png" alt="" width="150" height="150"></a>While all these are being taken care of, we continue to promote the cars. At the moment they are in Chengdu and will then head to Qingdao for the first ever China Festival of Speed. We are going to sign our next dealer in Qingdao and this 5 day event is a showcase for him with over 80,000 attendees claimed. The Plus 8 and Aero will side alongside the Lotus, Bentley and Lamborghini. I am delighted that we are weaving the Morgan brand into the fabric of the Chinese car fan. &nbsp; Meanwhile our showroom is moving forward, nearly. After some small gift tokens and multiple submissions of the drawings, the designs by our contractor are now lodged with the Fire Department. We signed on the lease in July with a provisional Sept start date. In my diary I have Oct 15 <sup>th</sup> as a soft launch. After some rather nonsensical to &amp; fro with the i-rena property management office about the height of our signage, 8 sets of A4 drawings with multiple chops have been submitted for the approval of the Fire Department. We intend not to cook our cars nor our customers with naked flames, our sole heating element being a microwave, but still the powers that be will check our designs. Their scrutiny will take 2 weeks and then we shall learn of the ‘amendments’ required. We shall be lucky to start work in Oct, which is sabotaged by the October holidays and then the National Congress. I am now trying to balance out the schedules for cars being built, funds being available to pay for them in the correct currency, import permit being ready so that the cars can enter the country for commercial sale, and a facility to showcase them in. Oscar, our erstwhile man Friday, raised a concern about opening a showroom in the middle of a Beijing winter when we sell convertible cars. At this rate I am confident that we shall be open in time to welcome the Spring. By which time our tax certificate will be issued, our chops hammered by monthly submissions, and even our import license may have been issued. As we have sold 2 Plus 8’s and have a 44 75 <sup>th</sup>Anniversary and a Roadster due for shipping in November I certainly hope that these are all in order. At least the girls should enjoy Xmas. &nbsp;I ordered Morgan pedal cars for them, one purple and one pink. They will be hand painted with the names ‘Halo’ and ‘Amity.’ At least the kids should have fun riding these in an empty, very well located and elegantly designed showroom. We submitted the documents on the 1st February of 2012 and the process has been clear, transparent and thorough. Unlike setting up a business in Singapore or the UK where the investors are at risk of their own entrepreneurial zest, the entrepreneur in China has to satisfy the various ministries that their business is genuine, likely to succeed, and will preserve the well being of the employees. In some senses this is admirable and certainly the requirement for a business plan means that the business has to be thought through; which may even save some failures. However, it does mean that a startup in what is considered a 'strategic industry' ie. automotive, is not for the hasty nor the well funded. Still, that in itself does create a barrier to entry which will be a saving grace. Having operated service and internet companies since 1995 whereby a url and a bank account create the impression of a credible business, sinking my teeth in to the costs of the showroom, stock and government investigations of my working capital has been something of an eye opener. Running a Pr agency is like sailing a dingy, an auto company like piloting an oil tanker. Still it is good to keep challenging oneself. There is still, of course, plenty more to learn. Following on from the MOFCOM approval we still have the&nbsp; below which&nbsp; cannot be done in parallel, for each step is the prerequisite of the next step: 1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Certificate of Approval: MOFCOME 5-10 working days 2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Business License: online application and reservation with AIC is up to actual situation, then business license is issued in 5 working days 3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Public Security Bureau Filing and chop making: 5 working days 4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Organization Code Certificate: 1 working day 5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Tax Registration Certificate: 1-2 working days 6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; SAFE IC card: 20 working days 7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Account opening: about 10 working days 8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Capital injection 9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Capital verification: about 10 working days 10.&nbsp;&nbsp; Business license update and import and export licensing: about one month We also have another raft of documentation to then complete for the import license which allows cars to be brought into China for commercial resale. The site is all in Chinese and I now have to get that translated. Part of the excitement of this process is that it is of course, all in Chinese. Luckily I have Erika to hand who has great commercial acumen (being Shanghainese it appears to be in the DNA), and Oscar who is a trusted Man Friday from Beijing. The Showroom in Gongti has the designs as good as complete, and our demonstration cars will be back from Chengdu to grace the new showroom in the first week of October. This is of course as long as we are able to extend the ATA carnet for the cars by 3 extra months. Although Morgan gave us a 12 month carnet the Government in China only allows 6 months within the country - apparently because people have brought cars in for exhibition purposes on an ATA carnet only for the vehicles to never be seen again. In China the lack of trust at each choke point means that one simply can't take anything foregranted. If we can't get the extension then we shall have an empty showroom until our new stock arrives. For now, we celebrate the <a href="http://english.mofcom.gov.cn/column/mission2010.shtml" target="_blank">MOFCOM</a> approval and will tackle the ATA carnet next week. &nbsp; &nbsp; &nbsp;</div></div>

The highlight was being on stage with Alistair Morgan, an old friend from Beijing and Mr Koh Nan Nan who is the Chairman of the Autoculture Committee, amongst other business ventures. The cars were on display at the Perle shopping centre in front of the Louis Vuitton and Hermes stores.
